Generically, a read replica is a SQL database that's set up to "follow" another one. It's a total replication of the "primary" database, and is continuously updated so it's always a very short amount of time behind the primary (how far behind it is is sometimes called "replication lag").You can set them up pretty easily on AWS and Heroku.
